Instructional Planning for Assessment Service – CoSer 509

This service supports school districts in creating, improving, and sustaining a culture of data-driven decision making through protocols, common language and goal setting. The services can be tailored to support specific school and district needs.

The strengths of and possible changes to programming that targets instructional activities is accomplished through the collection, management, and analysis of various types of district, school, classroom or program, and individual student data. Technical assistance on assessment protocols, data warehousing efforts, graduation rate trends, analysis
and interpretation of New York State assessment data are provided. Leverage of the assessments and their connection to curriculum and instructional initiatives promotes sharing and networking among component districts.

The Administrator for Instructional Services also facilitates the Champlain Valley Educational Services (CVES) Data Council. The Coordinator collaborates with the Northeastern Regional Information Center (NERIC) to ensure accurate analyses, explanations, and interpretations of student assessment data aligned to current state and federal initiatives.

The Administrator for Instructional Services oversees the regional K-Readiness credential initiative. Members of this initiative share screening data. High quality professional development specifically designed to support local and regional needs is provided to participants.

Specific services components include:

  • State assessment strength and error analyses.
  • Guidance on benchmark, local formative and summative assessment alignment activities including rubric and item development. Professional development supporting common benchmark assessment platforms (NWEA and iReady). Psychometric analysis including reliability and validity assistance for classroom assessments.
  • Targeting identified needs in school improvement and growth using data.
  • Facilitating a sequence of iterative cycles gathering evidence of practices/strategies and structured reflection on the impacts of the practices.
  • Predictive analyses on a variety of variables including success on Regents exams and dropout/graduation factors.
  • Survey selection, administration and analysis including triangulation across multiple stakeholder groups and focus group facilitation.
  • Evaluation assistance for grants (as required by funding agency) and/or instructional programs and interventions.

Data Council Page

The Coordinator also facilitates the Champlain Valley Educational Services (CVES) Data Council. This council discusses current New York State Education
Department (NYSED) initiatives. The Coordinator utilizes the Data Council regional and in-district trainings to inform school districts of state and federal requirements.

Curriculum Page

Work through this BOCES area involves providing quality professional development around curriculum and instructional initiatives and promotes sharing and networking among component districts. Staff also serves in assisting districts in obtaining information about current issues and new practices in curriculum and instruction that includes research and facilitation with districts in their exploration of new programs. Additionally, there is work as a liaison with the New York State Education Department to provide districts with the latest information regarding curriculum and instruction and State Education Department initiatives.

Assessment Page

This CoSer provides the opportunity for districts to work with the coordinator to analyze state, benchmark and formative assessment data. Additionally the coordinator may help in the crafting of assessments aligned to standards and curriculum.
It also includes coordination of regional assessment administration and scoring. This includes collection/return of exams, clerical support, and distribution of score sheets to the Regional Information Center (RIC).
