Champlain Valley Educational Services (CVES) BOCES is a regional educational service agency serving 13,750 students in 17 component school districts and communities in Clinton, Essex, Warren and Washington counties.
Residents will vote on a $29.85 million capital project on Tuesday, December 11, 2018 to provide much needed repairs and upgrades to our facilities at the Mineville and Plattsburgh campuses. Every five years, New York State requires all school districts to thoroughly examine their facilities with the help of architects and engineers by completing a Building Conditions Survey. The results of the survey, assisted CVES in identifying areas in need of attention. Additional input was sought through a Facilities Advisory Committee over the last twelve months.
CVES’ first priority when planning this project was to address the safety and security of its students and staff. The scope of the project includes, but is not limited to improvements to building entrances, video surveillance, school bus safety, and traffic flow. Additionally, the Plattsburgh Main Campus roof along with the HVAC roof top units are in poor condition. They have been continually repaired for decades, but now need to be replaced.
CVES has not had a major capital project in over 30 years. The facilities are in need of repairs to provide students and staff with a productive and safe learning environment.
Also, CVES is currently paying approximately $260,000 in lease costs per year for two campuses (Plattsburgh Satellite Campus and Instructional Services Center). As part of the Capital Project, we plan to purchase the Plattsburgh Satellite Campus. We will relocate the Instructional Services Center and provide quality educational space for Career and Technical Education at a renovated Plattsburgh Satellite Campus. This acquisition allows us to maximize state aid and eliminate recurring costs. Please refer to the back page for additional details on the proposed purchase and the savings that will result.
The CVES Facilities Advisory Committee consulted with the Project’s architect and finance consultant (both have experience in school capital projects) to maximize NYS aid for these repairs and upgrades to the CVES facilities. As a result, the cost to our component school districts will be reduced as noted in the chart below – the column titled BOCES Aid on Project.
