
During the Spring of 2007, FAA enforcement of Fair Market Value (FMV) regulations required PAI partners and Clinton County administrators to seek an alternate campus location for PAI. While the 5 and 17 Alabama Avenue site had many attractive features, it became fiscally untenable for CV-TEC and CCC to open their Part 147 program in this location, and in accordance with the planned timeline (September 2007).
Instead, through the summer of 2007, PAI partners worked closely with Clinton County officials to identify a new campus (the former CommutAir facilities at 518 Rugar Street) and a new timeline (i.e., September 2008). One of the primary benefits to the new campus location was the projected doubling of available space from approximately 20,000 square feet to well over 40,000.
